When I first installed Fedora I experienced the same problem.
installing the required dependencies for building Orca from source, removing Orca via yum then installing it from the 2-22 branch of SVN solved the issue for me.

Are you trying to run orca -t from the console?
I don't know whether all of the bugs related to this have been fixed, or in
which version the fixes appeared. It was definitely after 2.22.
