I've got the Cepstral voices to work with gnome-speech by recompiling to 
add support.  I will add that I've found the voices, though of superb 
quality, to be not the most responsive under Gnome.  I also recently tried 
the v5 of the Cepstral voices and though I could get things started the 
voice tended to die on occasion.  I've not had a chance to determine if 
that was due to interface changes in the Cepstral v4 to v5 transition or 
if it was down to user error.

But in principle you should get the v4 voices at least to work by 
recompiling Gnome-speech to add the support.
