That depends on what you mean by "better".

More natural (human) speech?
More responsive?
More intelligible?
Better at interpreting text (spelling-to-sound, punctuation, etc). 
Better intonation?
Faster speaking speed?
More intelligible at fast speed?
Which language?

It seems that different people prefer different TTS systems.

That depends on your OS distro.
Festival is in the Debian and Ubuntu repositories, and probably most
others.

Alternatively, a Google search for "Festival TTS" gives:

which is the Festival homepage, which includes a "Download" link to the
Festival source code, which you will need to compile.
