The same here!
speech-dispatcher starts at system start up. It uses the ALSA espeak
driver, which in turn blocks the audio device.
Then pulseaudio starts at session start up, and fails to initialize
audio devices because speech dispatcher is sitting on top of that
device.
I don't know why I am the only one experiencing this.
Your are not the only one.

Suggestion: Let's shorten this thread! Can someone explain an easy and
simple way to get rid of the Pulseaudio stuff in Hardy and reset the state
known from Gutsy. If this isn't possible, we should refuse to switch to
Hardy and stay with Gutsy (for those using Ubuntu).
