This was a problem with the initial release of openSUSE 10.3 in October.
The problem has since been resolved in an update. If you can update via
yast or on the command line with the following command "zypper up" you
should be enabled then.

The following issues occurs in OpenSuSE 10.3 default installation.
1-Orca Preferences doesn't talk
2-OpenOffice.org doesn't talk (besides an ordinary empty file can be
audible with Orca )
3-Firefox 2.0 doesn't talk (I'll try to install 3.0 with Orca maybe to
solve that)
I understand that a lot of people use Ubuntu and some of those problems
doesn't show there but it's gnome also besides the distribution
If someone use OpenSuSE(or not) maybe can be helpful to know how to
solve some of this issues
ideas?
bests,
Martin
