I'm sorry, I actually resolved this a few days ago.  I was able to
pinpoint the error. it turned out to be a problem with alsa and my
sound card and not actually Orca.

Does test-speech speak? You run that from the console. I'm presuming
you're using gnome-speech for Orca's TTS. That is an assumption, of
course. You should really provide more details--what driver and TTS
engine, for instance.
