definition of 'valuetype' failed to tstidl

I've co libIDL and compile: tstidl dom.idl (from DOM Level 2 Core)
the output was:
$ ./tstidl dom.idl
tstidl-Message: libIDL version 0.8.1
tstidl-Message: IDL_parse_filename
dom.idl:22: Error: `valuetype' undeclared identifier
tstidl-Message: IDL_ERROR

I don't know further of IDL. but
http://www.w3.org/TR/2000/REC-DOM-Level-2-Core-20001113/core.html#DOMString
is defining DOMString the really core type of DOM as valuetype.
so I believe the type of 'valuetype' is right to use.

What's wrong with this situation?
