#include in IDL

My problem and its possible solutions are well

Unfortunately, orbit-idl doesn't recognize the
--onlytop option.  I'd prefer not to use the #pragma
solution because it's not compatible with idlj for
Java, thus forcing me to keep two sets of IDL files. 
It doesn't seem to be working for me anyway.

Is the --onlytop argument a feature that's still in
the development?
