In my humble opinion, It is still be in used.  We can take a look at 
this page:
https://git.gnome.org/browse/
alacart is in the 1st position of desktop group,  while all the unused 
application is in
the deprecated group.

Many down stream releases do not only provide Gnome3 desktop, but also 
deliver a classical desktop.
alacart can work in this mode to edit application menu shortcut, We use 
it here.
