Thank you for your interest in participating in the GNOME community! It does seem unlikely that you would be 
able to obtain travel sponsorship from the GNOME Foundation to come to GUADEC this year because it's past the 
application deadline and someone needs to be a Foundation Member, intern, or speaker to get the sponsorship.

participate in https://wiki.gnome.org/Hackfests/India2013 You might also like to get involved with 
http://www.wfs-india.org , which was started by several Outreach Program for Women alums.

Please start contributing to GNOME in your spare time and plan ahead to come to GUADEC next year!

thanks for your interest! However, the deadline for GUADEC travel
sponsorship application was in May, see

and from personal experience it's unlikely that you could arrange a visa
within two weeks...  But in case things don't work out this year it
would be awesome to see you at next year's GUADEC conference in
Strasbourg (France)!
