I'm curious about what the policy is on introducing a new library

Say for example, you enhance an existing applet, but in order to do so
you add a new library dependency that's not currently in the GNOME
Platform or Desktop sources. Does the package maintainer just need to
approve the new dependency?

The maintainer would need to approve it and it would need to be
brought up on d-d-l (desktop-devel-list) in case there are any
objections (the latter requirement is there to try to avoid an
explosion of external dependencies -- or, at least not make it much
worse than it already is).
