[gnome-love] Desktop background overlays

Hey guys! I got a brain dump to share :-)

I was just looking for a new wallpaper and found a translucent SVG. I
have been using "Soft Blue Glow" from a.g.o
(http://art.gnome.org/backgrounds/abstract/1121) for almost half a year,
so I'm kind of addicted to the glowing effect by now... then it hit my
mind that it would look much nicer than a regular colored background for
the SVG image.
