Well, if I were to guess, I'd say the reason is Fitts's Law.

I tried to dig up any bug reports on the matter.  I found bug 82545
and bug 114920.  They seem to all be requesting the opposite of what
you are doing (which happens to match my personal preference; I wish
Mark had decided to go with 32x32 for bug 114920, or at least had made
it scale better with screen resolution).
