I think Glade (http://glade.gnome.org/) would be the best place to
start. Just make sure you are using the version with gtk+2/gnome2
support, which I think is Glade 1.1.3.

Glade is a great user interface builder (no code editing) to help you
get something started. It will generate all the base code you need for a
gnome2 project.

Anjuta (like Biswa said) is a great development environment and has
several project templates including gtk+2/gnome2. This is where I code
all my C/C++.
