I don't know, but to debug this, please read
https://gitlab.freedesktop.org/NetworkManager/NetworkManager/-/issues/1011#note_1400744

The log should tell you about the wifi scan result.
Unless there is a bug, this is what wpa_supplicant exposes.
Compare there.
