It happens sometimes in our automated tests, I don't have more
details
yet but it is likely that after just a few seconds or a rescan, the
AP
becomes connectable.
It looks to me like a kind of race condition where the AP is listed
but
not actually ready.
Does someone know if this is an expected behavior or if this has been
fixed in newer versions of NetworkManager ?

The log should tell you about the wifi scan result.
Unless there is a bug, this is what wpa_supplicant exposes.
Compare there.
