wifi scanning sometimes stuck on resume

10% of the time my laptop is resumed from suspend, I see the wifi scan
result list doesn't update and has only 1 entry. This also occurs on
other laptops with different wireless cards.

Running 'iw wlan0 scan' unblocks it and networkmanager shows the full
scan list and connects as appropriate.

How can I debug this to determine if it is a networkmanager issue or
not? I'm currently running networkmanager 1.1.93 on Ubuntu 16.04.
