Bridge IP address not set

I am trying to use NetworkManager to create a Linux bridge for a
"NAT'ed" VM network.

I've been able to get NetworkManager to create the bridge, but it is not
bringing it up or assigning the IP address:

$ brctl show
bridge name bridge id STP enabled interfaces
br0             8000.000000000000       no

$ ifconfig br0
br0: flags=4098<BROADCAST,MULTICAST>  mtu 1500
        ether e2:7a:3c:ec:9a:f9  txqueuelen 1000  (Ethernet)
        RX packets 0  bytes 0 (0.0 B)
        RX errors 0  dropped 0  overruns 0  frame 0
        TX packets 0  bytes 0 (0.0 B)
        TX errors 0  dropped 0 overruns 0  carrier 0  collisions 0

$ nmcli con show br0
