Yes it is required.

libndp is needed, because NetworkManager 0.9.10 does IPv6 autoconf in
user-space (contrary to previously, where it was done by kernel).

Since NM without IPv6 doesn't make much sense, and there is no support
for another NDP implementation, libndp is mandatory.



Another issue is, that configure shows no status for libndp
($libndp_location won't be set anywhere):
