networkmanager can not enable wireless scanning

Hi list,
When I click 'enable wireless', nm will automaticly uncheck the button
before 'enable wireless'.
Even if I try to boot with ubuntu 13.04 livecd , it still cannot
enable wireless.
here is my laptop info from fedora:
