I looked up the device ID |19d2:fff1 in the device driver, but could not 
find it listed as supported there.

Well, you already got instructions on how to load it manually in the 
thread "How frequently 
org.freedektop.ModemManager.Modem.Cdma.SignalQuality signals signal 
strength?". Could you please attach the output of "lsusb -vv" for this 
device, as well as the syslog/dmesg when you run "modprobe qmi_wwan" and 
do the "new_id" trick?
