PolicyKit. Make sure you have something running in your session that
can handle PolicyKit authorization requests, or
that /usr/libexec/polkit-1/polkit-agent-helper-1 is allowed to do its
thing. Alternatively, you can change the defaults
in /usr/share/polkit-1/actions/org.freedesktop.NetworkManager.policy for
this action.
