It appears that rfkill (ie, airplane mode) isn't working as expected
here.  What version of NetworkManager are you using?  There have been
some improvements in this area recently.  Also, can you reply with the
output of the command:

rfkill list

when executed as root in a Terminal?  That shows us what kind of rfkill
switches you have.
