I got the chance to drive test handoff again today.  The UML290 *does*
keep the same IPv4 address across handoff from LTE to EVDO/eHRPD.  While
I wasn't tracing the WMC traffic, which would show this specifically, I
was tracing QMI/IP and after QMI reported the bearer changed from LTE to
EVDO, IP packets were still being sent and received from the same IPv4
address that was assigned during the initial EPS bearer activation on
LTE.
