For 0.6, they'd go on the 3GPP interface since CDMA/LTE devices have
SIMs and implement the locks now too.  I think locks are just
complicated here and there's not a clear line as to what goes where.
But I think I'd rather have all the locks in one place even if some are
terminal/phone locks and others are SIM locks.

Yeah, something like that.  Or a dict; but some locks block operation
(SIM locks) and others don't necessarily block operation until that
feature is used.  So we'd want to specify what the actual behavior is
here, and which items were required to be handled before the modem coudl
be enabled.
