So it boils down to: 169.254.0.0/16 should not be routed - hence the name
"link local". While possibly technically feasible, you might find rather
strange side effects.

One of these could be that the destination address could itself have a link local address. So it could think that your ll-addressed packet was from the local link, avoiding proper communication...
