I have normally used wizard to correctly set APN ... my apn when I used to work while on fedora 12 was bsnlnet
when I tried the same thing on windows its also bsnlnet. still if you would like to see more configuration files. let me know I will sent it to you.

Your modem-manager debug logs show that you get NO CARRIER errors when
trying to connect:
(ttyUSB3): --> 'ATD*99***1#<CR>'

(ttyUSB3): --> 'AT+CEER<CR>'
(ttyUSB3): <-- '<CR><LF>+CEER: Requested service option not

You sure you have the proper Operator/APN setup?
