the bugzilla link is broken; I see no comment 20 in bug 602265.

There is support for creating bridges in the current release of
virt-manager (http://virt-manager.org/), written in Python and using
Glade and GTK+ for the GUI.  That's not too far away from the libs
NM uses, so maybe you could port the Python code to C.  virt-manager
is licensed under GPLv2+, the same way as NetworkManager, so copying
or porting code from there should have no licensing issues.

But even if you don't want to copy code from virt-manager, you could
try its GUI and maybe get some ideas for the NM GUI.
