Modem not working after power off

Hi,

i use a RS232 Modem and ModemManager works with the modem. But when i power off the linux system (without mm shutdown), the modem is still connected (modem has its own power supply) and after a reboot, ModemManager can not handle the modem again. 

Maybe ModemManager should deactivate the modem before the modem can be used?
