Hard dependency on gtk+ 2.24 in vpnc plugin

Hi,

The UI file of the vpnc plugin requires gtk+ >= 2.24. Is this reallytrue? If that line is removed in the .ui file, the UI is correctly shownwith gtk+ 2.22.x.
