ANN: NetworkManager 0.8.2-beta1

Hi,

I've tagged and uploaded NM 0.8.2-beta1 (0.8.1.997) which starts the
ball rolling towards a 0.8.2 release.  I think we've got a ton of great
fixes rolled in since the 0.8.1 release in July, and it's time to get
all those fixes out there.
