Any idea how long the enable process takes on the Sierra device?
NetworkManager gives that process 20 seconds, and the CFUN=1 on Sierra
devices is on a 10 second wait as well (since some Sierra devices return
OK immediately even though they are not completely powered up at that
point).  So if the entire Enable() call in modem-manager takes 20
seconds then NM might report the message you've received below.

If it does take more than 20 seconds to enable (which starts with the
"ATZ E0 V1 +CMEE=1") then can you detect any particular command that
pauses for longer than a second or two so we can figure out what's
actually taking the time?  It really shouldn't take 20 seconds to do the
enable process; normally for Sierra devices it would be on the order of
12 - 15 seconds max.
