I'm not sure what you are trying to achieve exactly, but please look
at the packaging that is already provided by Ubuntu to install
network-manager (and in fact, it should usually be installed by
default on new installations). Using apt-get or synaptics or whichever
package management tool you prefer will take care of installing the
dependencies.

If you're trying to do something different, like building from the git
tree or something, you can still look at how it's been done in Ubuntu
by getting the packaging source ('apt-get source network-manager') and
the required dependencies for building the software ('apt-get
build-dep network-manager').
