NM controls the supplicant directly, so when using NM you don't really
need a wpa_supplicant.conf at all.

If you're using system connections, NM will read the files in this
directory, and translate the configuration there into wpa_supplicant
configuration. When you tell NM to activate one of those connections
from system-settings, NM adds a network block to the supplicant using
D-Bus and then tells the supplicant to use that network, also using
D-Bus. THen the supplicant tries to connect to teh AP using the
configuration NM sent to it over D-Bus.
