NM repeatedly asking for WEP key

I'm trying to get NM working on a Fedora-12 machine
which I don't often use.
(It is n my grand-daughter's room, and she runs Windows.)
NM keeps asking me for the WEP key.
I am using an old Avaya PCI-to-PCMCIA card.
The network service works fine,
if I just change
NM_CONTROLLED=yes
in /etc/sysconfig/network-scripts/ifcfg-eth1 to
NM_CONTROLLED=no
stop the NetworkManager service, start the network service
and say "sudo ifconfig eth1 up".
Also "sudo iwlist scan" works fine.
Any advice or suggestions gratefully received.
Here are:
1. /etc/sysconfig/network-scripts/ifcfg-eth1
2. the output of "sudo iwlist scan"
3. some relevant exerpts from /var/log/messages
