Ah, so if you're using NetworkManager 0.7.x, you don't need
modem-manager.  NM 0.7.x contains simple built-in 3G code, but to make
it more flexible we split that out into ModemManager for NM 0.8.  So you
either can:

1) Use NM 0.7.x, and not install modem-manager
2) Use NM 0.8.x and install modem-manager

That could be part of the issue below; but as you found out later it
could be a libudev thing.
