Dan,

I use NM version 0.8 that comes with kubuntu lucid.

ATTRS{idProduct}=="0000", ENV{.MM_USBIFNUM}=="03", 
ENV{ID_MM_LONGCHEER_PORT_TYPE_MODEM}="1"

is presented in 77-mm-longcheer-port-types.rules, but NM still tries to 
use ttyUSB1 and fails with 'Did not receive a reply' error.
