This looks like wpa_supplicant isn't in the expected state. What's the
output of the following command when run as root?
dbus-send --system --print-reply --dest=fi.epitest.hostap.WPASupplicant /fi/epitest/hostap/WPASupplicant fi.epitest.hostap.WPASupplicant.getInterface string:ra0
