Compilation Error "No package 'gudev-1.0' found"

Hi. I want to compile Network Manager on Fedora 11.

I get this error:

checking for GMODULE... yes
checking for GUDEV... configure: error: Package requirements (gudev-1.0) were not met:

No package 'gudev-1.0' found

Consider adjusting the PKG_CONFIG_PATH environment variable if you
installed software in a non-standard prefix.

Alternatively, you may set the environment variables GUDEV_CFLAGS
and GUDEV_LIBS to avoid the need to call pkg-config.
See the pkg-config man page for more details.

I have installed the udev packages, but the error still happening. 
Could you give me some help?
