It looks like you have the applets, but do you have the underlying
programs that provide those features?
For instance, for the nm-pptp applet to work, you need pptp to be
installed. In Debian and Ubuntu that packages is called pptp-linux.
You didn't mention your distro, but I'm assuming it is not one of those
two since they would have automatically installed the prerequisites.
Similarly, there is a package called vpnc that is needed to make the
nm-vpnc work and openvpn has to be installed for Network Manager to be
able to control openvpn connections.
