The more I think about this dilemma, the more I think that NM is not
really the right place to implement proper online/offline detection
for apps accross the linux stack.

Maybe we should come up with a tiny daemon that just listens to
netlink and provides proper online/offline and maybe other interesting
network states in a connection-manager independent fashion.
