Or you can use a script to pre-create the profiles in userland. You can
use gconf dump and reinject it for a clean profile or you can use dbus
(python or bash as you like) to create the new profiles.

The first time, the use will be prompted for the password (if there is).

Personnaly I use gconftool-2 --dump to dump my keys with my VPN / Wifi
networks and next gconftool-2 --load to insert the dump in the gconf user
db.

The advantage of the script loaded in userland, is that you can get the
username and set it in the profiles (and maybe the path of certificate).
The user will only be prompted the fist time to set the password.

But it could be an ugly way.. but it works.
