[Patch] Add a new provider and sort entries in alphabetical order for Sri Lanka

Hello there, due to a new provider having setup shop here in SL, I have
decided to send a patch that will add support for the new provider, in
the mean time I also sorted the entries in alphabetical order.

Hope the patch is ok.
