No. It is persistent user-specified hostname storage.

Correct. It is only written via PolicyKit authenticated D-Bus calls to
the system settings service. NetworkManager itself never makes use of
these calls, nor should it. It's for users/sysadmin only to set or
clear the persistent machine hostname as they like.
