Hmm, you probably don't have the KDE VPN UI plugin for pptp installed,
if there actually is one.  Each VPN service should provide both the VPN
service daemon itself (which has no UI) and also a UI plugin for
configuration.  You might need to install an additional package to get
the KDE UI bits.
