The configure script does not need --with-dhcp-client.
If not given, it will attempt to find a suitable dhcp client, defaulting
to dhcpcd if both are found. If neither or found, or the client specified
is not suitable then an error is emitted.
The environment variables are 100% identical.
If not, the it's a bug with dhcpcd which will be fixed.
