Detection for ZTE AC8700 usb modem - provider BSNL India

Hi,

Could you please add the following entry to hal-info for the  BSNL
usb modem for EVDO broadband ?
The make of the modem is ZTE AC8700.

Do let me know if you need a patch.
It currently works. I can request more tests via LUG groups if you
need, however I am sure it'll work :)
