This patch adds the ctrl command AP_SCAN to wpa_supplicant.

3. Connects using static WEP in hidden and non-hidden networks.
Comments:
The 10 second timeout to acquire an ip address seems a bit short. How
about 15-20 seconds.
NM occasionally crashes right after the INTERFACE_ADD command is sent to
wpa_supplicant. This happens about 1 in 10 connects.
