Not really. How exactly are you supposed to know that the connection is
"down" before it _is_ actually down? The only case where you can know
that is when the user switches connections when you have > 1 potentially
usable connection, which isn't that often. Otherwise, when they pull
the cable out, or when the wireless connection to the AP drops, or when
you put the laptop to sleep, you've already lost and you're
disconnected.
What's the use-case here, what are you trying to do?
