Jouni asked me to run wpa_supplicant manually, telling it where the NM
config file is, and to also capture debug output from NM. How would this
be accomplished?

WPA_Supplicant won't work at all. Sorry for being confusing.
Basically, network-manager can't connect, and wpa_supplicant seems to be
the cause. I'm not using WPA encryption at all (I'm using WEP) so that
makes this whole thing even stranger.
Can you please try to run wpa_supplicant manually with the same
configuration file that NetworkManager is using? Alternatively, you
could try to get debug output from NM, if it is available somehow. I
have not used NM, so I don't know how to do this and would suggest
asking this on the NM mailing list.
