This is more a bug with gnome-keyring, such that if you log in, and your
keyring password is the same as your login password, your keyring
probably should be unlocked. It's annoying, yes.
Apparently we are not the only two persons to think this is a
gnome-keyring bug:

But if they do not "fix" it probably the NM user should be given the
option not to use gnome-keyring
Has nobody thought of just not using a password for their keyring? That
seems to be the desired behavior.
